New follower here. I'm doing all three of the Friday blog runs. I don't limit myself to budget with books. I just love to read and write so that line is always doable for me. And Yes, I love start a series at the 1st book.

I don't like to set an amount to buy books either. I like to spend however much when I find books I like. Usually that's only 2-3 books per visit.

I don't always start with the first. Not always necessary, but I like to do so usually.

I can dive right into the middle of a book series if the series' story
doesn't run chronologically.

That is to say, if each novel in a series is a stand-alone story (like Lee
Child's Reacher novels) then I don't feel the need to start with book one.

On the other hand, a series of books (like Richard Hatch's Battlestar
Galactica novels) can't be read out of sequence since each new book builds
upon the story of the previous entry in the series.

confession time: I was gifted the second book of Harry Potter (on tape) just before our move to Seattle (years and years ago...) and didn't realize it was the second in a series until we'd already been hooked.

and an annual book budget? whatever! If I have the money for a book TODAY - I buy it... If I'm broke... well, okay - I probably buy it anyway... I'm horrible like that!
